Review and monitoring
The Park Development Framework is a working document, and is to be embedded within the management of our organisation. To be effective, the Framework will provide a clear statement of our aspirations and provide a response to the ever-changing circumstances, pressures and opportunities we face.
To achieve this, we propose that different component parts of the Framework are reviewed across two separate timeframes:-
- We will undertake a review of the overarching Vision, Aims and Principles, set out in Section 1 of the Framework. This will be undertaken every five years.
- The remainder of the Framework, will be reviewed annually. It is anticipated that this annual review will focus primarily on updating the Delivery Plan component of the Framework. This will coincide with our annual budget and performance rounds.
- We also recognise that the Framework provides a new structure to guide ongoing work. While we believe that it will offer a robust and useful tool, we recognise that it is currently untested. We have identified a number of areas for improvement over the coming years, such as the integration of a Delivery Plan. We also anticipate that areas for improvement may become apparent once the Framework has been adopted and tested against the actual needs of the organisation.
- For this reason we believe the initial annual review in 2011 will provide an opportunity to assess the first year performance of the Framework, which may result in a more extensive revision than would normally be anticipated.

Monitoring progress is an important component of the review process. Establishing clear targets is key. We have identified the need to integrate targets as a component part of the Delivery Plan, and this will form a core part of the 2011 review.
Once the Delivery Plan is in place, monitoring the progress against targets will form an integrated part of our performance management systems.
