Authority Members
The Authority’s Board sets the strategy for the Authority. It is made up of elected councillor Members nominated by their own councils from across the regional constituency of London, Essex and Hertfordshire.
There are 28 Members.
Paul Osborn, Chairman of Lee Valley Regional Park Authority (C)
Non-Riparian Member appointed to the Authority in July 2009 by London Councils representing London Borough of Harrow.
Appointed Chairman of the Authority in July 2015. He is also Chairman of the Executive Committee, Land and Property Review Working Group and Levy Strategy Working Group. He is also a Member of the Regeneration and Planning Committee.
At the London Borough of Harrow Paul is Leader of the Council. He has previously served as Cabinet Member for Performance, Communication and Corporate Services from 2006 - 2010 and from 2013 - 2014. He has also been Chairman of the Overview and Scrutiny Committee and the Conservative Chief Whip.
Paul was born and went to school in the London Borough of Ealing and studied Politics and International Relations at the University of Southampton, where he was President of the Debating Union and winner of numerous debating competitions. He worked for a number of years in the IT sector in the City of London before becoming a Cabinet Member in Harrow.
He is a keen American Football fan, supporting the Miami Dolphins and enjoys Country music and Bourbon.
David Andrews, Vice Chairman (C)

He is Chairman of the Regeneration & Planning Committee, Vice Chairman of the Executive Committee, and a member of the Land and Property Review Working Group and Levy Strategy Working Group.

Nicholas Bennett (C)
Non-Riparian Member appointed to the Authority in September 2022 by London Councils, representing London Borough of Bromley.
Councillor for London Borough of Bromley since 2006 where he is Executive Member for Transport Highways and Road Safety. He was Mayor for London Borough of Bromley from 2019 - 2020.
He was a councillor for London Borough of Lewisham from 1974 - 1982.
He was a Member for ILEA from 1978 - 1981.
He was an MP for Pembroke from 1987 - 1992 where he was minister for Health, Housing and Local Government.

David Gardner (L)
Non-Riparian Member appointed by London Councils in December 2019, representing Royal Borough of Greenwich.
He is Chairman of the Audit Committee and a Member of Regeneration & Planning Committee and Scrutiny Committee.
David is Deputy Leader of the Royal Borough of Greenwich and Cabinet member for Public Realm. His previous Cabinet portfolios include Modernisation, Health & Social Care and Children’s Services. He is the Labour Councillor for Greenwich Peninsula ward. Previously he was Director of Public Policy, KPMG. David is passionate about the environment, good public realm and air quality.

Ross Houston (L)
Non-Riparian Member appointed to the Authority in July 2010 by London Councils representing London Borough of Barnet.
He is a Member of Executive Committee and the Land and Property Review Working Group.
Ross is Deputy Leader of the London Borough of Barnet and Cabinet Member for Housing and Regeneration. Previously he chaired the Housing and Growth Committee and was previously opposition lead member for Housing and Growth. Ross has been a councillor for West Finchley ward since 2006.
Ross is a school governor and charity trustee. Ross is a treasurer of the Labour Housing Group and works for an affordable housing provider.

He has lived in Enfield for 53 years and is married with 4 children and 8 grandchildren.
He has been a councillor since 2018. He was Chairman of the Enfield Referral Order Volunteers between 2002-2017.
