Authority Members
The Authority’s Board sets the strategy for the Authority. It is made up of elected councillor Members nominated by their own councils from across the regional constituency of London, Essex and Hertfordshire.
There are 28 Members.
Ross Houston, Chairman of the Lee Valley Regional Park Authority (Labour)
Non-Riparian Member appointed to the Authority in July 2010 by London Councils representing London Borough of Barnet.
Appointed Chairman in July 2025, he is also Chairman of the Executive Committee, a Member of Land & Property Working Group and a Member of Levy Strategy Working Group.
Ross is Deputy Leader of the London Borough of Barnet and Cabinet Member for Homes and Regeneration. Ross has been a councillor for West Finchley ward since 2006. Ross has previously chaired the Scrutiny Committee from 2013-2017, before joining the Executive Committee.
Ross has been vice chair of a regeneration partnership board in Camden and has been a board member of several housing associations and of The Barnet Group from 2007-2021. Ross is on the board of the Colindale Communities Trust and the Grahame Park Partnership Board.
Ross has been a school governor since 2007, and was chair of governors at Northside School in North Finchley from 2008 – 2019. Ross is a trustee of the Third Age Project charity in Camden. Ross is treasurer of the Labour Housing Group and works for an affordable housing provider.

David Gardner (Labour)

He is Chairman of Audit Committee and a Member of Regeneration & Planning Committee.
David is Deputy Leader of the Royal Borough of Greenwich and Cabinet member for Public Realm. His previous Cabinet portfolios include Modernisation, Health & Social Care and Children’s Services. He is the Labour Councillor for Greenwich Peninsula ward. Previously he was Director of Public Policy, KPMG. David is passionate about the environment, good public realm and air quality.

Michael Rye OBE (Conservative)

Michael Rye is in his second period as a Member of the Authority having previously served from 2008-2013 including a period as Vice Chairman of the Authority. Elected to Enfield Council in 1994 he was Leader of the Council from 2002-2010 and is presently Deputy Leader of Enfield Council.
He has a strong interest in the environment, sport history and heritage.
